O&M fees are billed quarterly. Invoices are sent out in January, April, July & October of every year. The invoices are due by the last day of each of the listed the months.

Ellisport Bay Sewer District will be holding their Regular Meetings on the second Tuesday of every month at 5:30 pm . The location of the meeting is at the Hope City Hall.

As of January 1, 2024 fees are $143.55 per quarter for each Active ERU and for each Inactive ERU.

Effective January 1, 2024, the operation and maintenance (O&M) fees for both active hookups (ERU) and inactive hookups (IERU) are increasing. The O&M active hookups will increase by 5% to $47.85 per month. The inactive hookups will now match the O&M fees for the active hookups at $47.85 per month. Having a two-tier system for O&M fees is no longer financially sustainable.
The Ellisport Bay Sewer District (EBSD) conducted a rate study of sewer districts in our area being of relative size and similar plant processing. EBSD is rated second lowest in cost per month. Only one other district had a separate O&M fee for inactive hookups, that being, Bottle Bay Water and Sewer at $42 per month. All other districts charge the same O&M fee for active and inactive hookups.
This year alone EBSD has two projects which cost $130,000 out of capital replacement. One project is the drilling of four monitoring wells at the plant as mandated by Idaho DEQ at a total cost of $55,000. The wells will monitor subsurface ground water to detect any seepage from our settling ponds. The other project is the replacement of the three electrical control panels at the lift stations. Parts and circuitry for these 25-year-old panels are no longer available. This project will cost $75,000. EBSD has had to tap into our reserve funds to cover these costs.
We all have seen the effect of inflation over the last couple of years. Our plant and collection system are now 25 years old. Maintenance required will be increasing. All costs have increased. Our plant is permitted for 384 hookups. 111 of those hookups or 29% of the total capacity are classified as inactive. The plant and collection system must be operated and maintained to handle the 384 hookups capacity to retain our permit.
